A rejected paper is usually not a rejected idea. It is an idea a reviewer could not verify from what was written down.
State the contribution in the abstract
A reviewer decides how to read the rest of the paper in the first paragraph. If the specific contribution is not stated plainly there, everything after it is read with suspicion.
Method sections are judged on reproducibility
Parameters, hardware, dataset, sample size and procedure. The test is simple: could a competent stranger repeat this and get the same numbers? If not, the result is an anecdote.
Report the negative results
The configurations that did not work are evidence that the comparison was fair. Papers that report only the winning configuration invite the question of what else was tried.
Related work is an argument, not a list
Each citation should establish what has been done and what gap remains. A bibliography that merely proves you read widely does not earn the reader's attention.
